Promotional Discount Calculation Refinements [#15703]

Refined an issue that could cause a miscalculation on a promotional discount when a 'Package' with additional cart products were booked via the online Gadgets.

Cancelled Online Promotion Bookings Due to Failed Payment [#15695]

Resolved a bug that inserted incorrect Discount Voucher payments/refunds, when a Discount Voucher promotion online booking auto-cancelled due to a failed Gateway Payment.  The fix ensures that the end result leaves the SUM of any Discount Vouchers applied as zero.

Room Availability Release Failures [#15688]

If an accommodation booking could not proceed due to a payment failure, it was possible for the 'availability release service' to fail.  This would cause the product's reserved availability to stay locked for up to 48 hours.  Enhancements have been implemented so that if the 'release service' does fail, it will insert a queuedtrigger and immediately retry releasing the availability.

Promotion Max Discount Thresholds [#15656]

Fixed a bug that ignored the maximum discount value set on promotions that are configured as "Operator Provided Discount" promotions.
